Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from various governments. Immense energy is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by current data. From vantage locations, defense planes that had been scrambled to intercept incoming cruise missiles roared overhead – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's essential dependence on international aid – a reliance that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, continue.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to surrender the land that it already controls in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
